The article proposes a new object of research in the tasks of processing dynamic knowledge — dynamic relations manifested when using information technologies in modern changing conditions, and also presents a model that allows one to study this object — the algebra of cyclograms. Operations with time intervals, set- theoretical and algebraic operations on dynamic relations, semantic operations with cyclograms are listed, a brief description of the operations is given and their analysis is carried out from the point of view of their use in knowledge processing tasks. Dynamic relations are relevant in applied problems in which there are different types of resources, different policies for their use, resource failures, there are flows of applications for the use of heterogeneous shared resources; an assembly of a complex product is planned or a schedule is being drawn up. As an example, the system for managing the transportation of goods in the transport network is considered in detail.
